Housing Development Mutual Fund or HDMF of Pag-IBIG Fund

 

Savings, Insurance, and Loans are the three primary purposes of the HDMF. The Provident Savings function is in charge of collecting and managing donations from its members. The Insurance function covers fire, earthquake, flooding, and other natural calamities and accidents for properties subject to PAG-IBIG Loans.

 

Housing Loans, including the Regular Housing Loans (RHL) and the Affordable Housing Program (AHP), allow eligible pag-ibig members to borrow money from the HDMF for reasons that include purchasing land, a residential building, or a house and lot unit. Calamity Loans are programs that allow participants to borrow money during times of need caused by natural disasters.

 

PAG-IBIG members are divided into two categories: mandatory and voluntary. Individuals whose membership was made compulsory by Republic Act No. 9679 in 2009 are called mandatory members. Voluntary members are people whose participation is not required by the law but who choose to take advantage of the privileges that come with it.

 

The law stipulates that each sort of member must meet specified requirements. On the other hand, these qualifications may apply strictly to mandatory members because their mere inclusion in the enumerated list under the law qualifies and obligates them to be covered by the HDMF, tying them to appropriate monthly contributions and benefits they may enjoy as members.

 

Here is the list of mandatory HDMF members:

  • Employees who should be covered by SSS like private employees not over 60 years old
  • Household helpers and self-employed individuals with at least Php 1,000 monthly earnings
  • Filipino seafarers, with a contract of employment with the manning agency
  • Expatriates not over 60 years old and compulsory members of the SSS
  • Uniformed members of the Philippine National Police, Armed Forces of the Philippines, Bureau of Fire in the Philippines, and Bureau of Jail Management in the Philippines
  • Employees that are mandatory members of the GSIS
  • Filipinos employed by foreign-based employers, whether their work is based in the Philippines or abroad

 

Meanwhile, voluntary members of HDMF do not necessarily include those excluded from the list of mandatory members. Filipinos with at least 18 years of age but not over 65 may register as voluntary members.

 

Their registration requires compliance with the same rules and regulations for all PAG-IBIG members, including the eligibility requirements when availing of loans and benefits offered by HDMF.

 

Some examples of people that may be allowed to apply as voluntary members:

  • Non-working spouses with employed spouses that are registered members and consents to the membership of the former.
  • The Board may determine other earning individuals and groups.

 

Members may register in person or through available online channels—no need to stand in lengthy lines for hours to register as HDMF members. Applicants who register in person must consider several variables to make the procedure easier.

 

It's also worth noting that there's no need to pay a processing charge to become a member. The following is a summary of the registration process:

  1. Applicants must first complete a Pag IBIG Member's Data Form.
  2. Visit the nearest Members Services Office or Branch and submit two copies of the duly-accomplished Member's Data Form. Bring the necessary supporting documents for each voluntary member to the Marketing and Enforcement Division.
  3. Fill up the Payment Order Form and pay their contributions in the Cash Division.
  4. After payment, present the verified supporting documents to the Marketing and Enforcement Division.
  5. Employees from Pag-IBIG are on hand to inform and help applicants at all stages of the registration process.

 

Pag-IBIG Online Membership Application

 

Online applicants would only need to complete the online registration form and create an account in the PAG-IBIG system.

 

The system would then issue the applicant a Registration Tracking Number when they submitted the form. Applicants may also visit the Members Service Office or Branch in person and complete the online registration process as described.

 

Successful registrants would then be notified that their PAG-IBIG Membership ID number was available, along with instructions on obtaining it, either via text or the PAG-IBIG Hotline.

 

The Citizen's Charter on Membership Registration, which outlines these procedures in detail, also states that registrants can call the Pag IBIG office's contact number.
