How does the Single Ticketing System in Metro Manila Works

If there is one thing that Metro Manila can rival major cities in the world, it's traffic. Along with the traffic comes lots of traffic signs and traffic violations. As a response, the Metro Manila Development Authority, the Land Transportation Office, the Metro Manila Council, and other Metro Manila local traffic bureaus and stakeholders formed a technical working group that aims to create a single ticketing system that will benefit motorists. What is the Metro Manila's Single Ticketing System?

As of the time of writing, the proposed system of having a unified ticketing system is a joint response of the government officials from different agencies to solve the growing problem of traffic in the country's capital.

 

This single ticketing system for driving violations in the National Capital Region has been proposed as an output of a technical working group participated by the Metropolitan Manila Development Authority or MMDA, the Land Transportation Office or LTO, and several Metro Manila local traffic bureaus last January 19, 2023.

 

This ticketing system will resolve some issues raised about traffic enforcement and create a standard for the apprehension of traffic violators across Metro Manila.

 

 

How does the Single Ticketing System Work?

Because the output of the Technical Working Group has been approved by the Metro Manila Development Authority (MMDA), it was also accepted by the National Capital Region’s (NCR) mayors unanimously. It is hoped that this proposed system should unify all LGUs' traffic fines through a “single ticketing system” under a Metro Manila Traffic Code.

 

 

The said tripartite technical working group is also finalizing the penalties for the final 20 most common traffic violation penalties. Once the LGUs' interconnectivity with the LTO's Land Transportation Management System (LTMS) has finished synchronizing their respective systems, then the penalties for their traffic-related offenses will be imposed uniformly in all Metro Manila local government units.

 



Attorney Romando Artes, the chairman of the Metropolitan Manila Development Authority (MMDA), said that it will be the MMDA that will provide the funds to purchase the important hardware and IT requirements to integrate seamless and sychoronized implementation of the local government units’ integration with the LTMS.

 

Meanwhile, Land Transportation Office (LTO) Regional Director Noreen San Luis Lutey said that LGU interconnectivity with the LTMS is law mandated with the purpose of creating a single database for traffic violations across the metropolis.

 

Based on the Metro Manila Traffic code, the initiative of the demerit system will mandate all local governments in the metropolis to forward their traffic violation citations to the Land Transportation Office (LTO) for tallying.

 

Next, once the single-ticketing system is finalized and implemented, the Land Transportation Office (LTO) will strictly use a demerit point system to be able to properly monitor driver’s license records. As mentioned during the driving lessons, the right to drive is a privilege, hence a driving license should only be issued to qualified drivers.

 

An example situation once the single ticketing system takes effect is if a motorist has violated traffic regulations 10 times, his driver’s license will be suspended.

 

It is said that before the first quarter of the year is up, the proposed single ticketing system is forecasted to be fully implemented.

 

 

But how will this proposed single ticketing system benefit motorists?

Atty. Artes, also said that the agency, Land Transportation Office (LTO), and 17 local governments in Metro Manila were still finalizing the system that would allow motorists to settle fines for their traffic violations at designated payments centers and other digital payment channels.

 

While the Land Transportation Office (LTO) may need to resolve some issues raised in the NCAP petition (No Contact Apprehension Policy) which is now pending in the Supreme Court and issues on the confiscation of driver’s licenses. The presented system will also benefit motorists because it will offer ease of payment through digital payment channels. This payment system can be used by apprehended motorists anywhere. While everything is not yet finalized, let’s stay tuned for how the single ticketing system will change Metro Manila traffic.
